In recent years, Shandong's energy industry has anchored the strategic goal of "double carbon" and insisted on taking new energy storage as an important means to improve the regulation capacity of the power system. By the end of 2022, the province has 58 new energy storage projects in operation with a scale of 1.55 million kilowatts, ranking first in the country. With the rapid increase in the proportion of wind power and photovoltaic power generation, the safe and stable operation of the power grid also brings new issues. To this end, Shandong's energy industry is bold in taking the lead and pushing forward new energy storage to speed up the problem solving and inject surging power into the all-round construction of new power systems.

Fully build new energy storage
High-quality development of "four beams and eight columns"
Shandong adheres to the principle of high point positioning, overall planning, and first setting up and then breaking down, and sets up "four beams and eight pillars" from the top design of the overall structure, target tasks, development path and other systems to ensure that the high-quality development of new energy storage is "standing" and "stable".
Strengthen top-level design and build and develop "four beams and eight pillars" scientifically. Issue the implementation opinions of energy storage demonstration application, and plan the overall idea, main objectives and key tasks of the development of new energy storage. Formulate the action plan for the development of new energy storage and several measures for healthy development, and refine the annual task arrangement and specific work measures. Adhering to the principle of "refining objectives to projects, implementing actions to projects, and reflecting results in projects", we have successively selected two batches of demonstration projects with a total of 37 and a scale of 3.72 million kilowatts, explored the development path from point to area, and initially constructed the overall layout of "implementation opinions+action plans+several measures+demonstration projects".
Strengthen the concept of system and promote the construction of new energy storage as a whole. Adhere to energy storage beyond energy storage, and energy storage beyond energy storage, closely combine the construction of new energy storage with the development of clean energy, and formulate guidelines for grid connection guarantee of wind power and photovoltaic power generation projects. The above opinions are clear, adhere to the principle of "energy storage priority", take the proportion of energy storage allocation as the primary condition for the grid connection of centralized wind power and photovoltaic power generation projects, and ensure the grid connection in order according to the proportion. In 2022, there will be 54 selected projects with a total capacity of 6.93 million kilowatts, and a total of 2.7 million kilowatts of energy storage facilities will be configured, with a configuration ratio of nearly 40%, of which the lowest is 38%, and the highest is 42%, which has strongly promoted the development of energy storage.
Strengthen market orientation and take multiple measures to reduce operating costs. We will give full play to market mechanisms such as electricity trading, capacity compensation and capacity leasing to effectively channel the operating costs of new energy storage power stations. In terms of electricity trading, independent energy storage power stations are supported to participate in spot electricity trading, and the volume is not quoted in the trading time, and they are given priority to clearing as the price acceptor. In terms of capacity compensation, certain capacity compensation will be given to the new energy storage power stations participating in the spot trading of electricity. In terms of capacity leasing, relying on the Shandong Electric Power Trading Center, we will uniformly organize the leasing and use of new energy projects across the province, and the leased capacity will be regarded as the allocated capacity. By taking the above measures, about 30%, 15% and 55% of the operating costs were dredged, and the normal operation of the new energy storage power station was basically guaranteed.
The combination of blow-off shall be strengthened to ensure efficient operation. Optimize the dispatching operation mechanism and promote the innovative application of new energy storage. In the period of loose power supply, implement self-dispatch according to the market-oriented operation mode; In special periods such as tight power supply and difficulties in new energy consumption, the unified dispatching management shall be implemented according to the principle of "dispatch as soon as possible" to ensure that the new energy storage project can be connected to the grid immediately after completion, and the grid connection can be effective. From January to December 2022, the new energy storage facilities in operation will basically be charged and discharged on a daily basis, reducing the waste power by 360 million kilowatt-hours. In particular, the full discharge will be realized during the peak season and the cumulative discharge will be 50 million kilowatt-hours, providing a strong guarantee for the reliable and stable supply of electricity.
Strengthen process control and comprehensively improve safety management level. Implement full-cycle control and strengthen the safety management of new energy storage. In the project construction stage, guide enterprises to strengthen safety investment and actively adopt safety prevention technologies such as fire particle detection and advanced fire warning. At the grid connection stage of the project, the focus will be on key equipment such as storage units to carry out network-related security detection. During the operation stage of the project, online monitoring shall be implemented and the safety inspection of the whole station shall be carried out regularly; Establish a standardized implementation model for fire emergency response, especially organize emergency drills for battery compartment fire response in combination with the accident characteristics of electrochemical energy storage power stations.
Vigorously speed up new energy storage
High-quality development has come into effect
One point for deployment and nine points for implementation. Shandong's energy industry has anchored its goals and tasks, put forth the energy of "doing it to the end", and maintained the tenacity of "sticking to the green mountains and not relaxing", and pushed forward step by step, one time node by one time node, and resolutely turned the blueprint into reality.
The technical route is constantly enriched. Various technical routes such as electrochemistry, compressed air, hydrogen production and hydrogen storage have advanced side by side, and the scale under operation and construction has reached 4.37 million kilowatts, of which 1.635 million kilowatts are under operation, ranking the top in the country. In particular, electrochemical energy storage has developed rapidly, with a scale of 2.97 million kilowatts in operation and under construction, accounting for 88%; Technologies such as lithium iron phosphate, all-vanadium liquid flow and iron-chromium liquid flow have been widely applied, and the first independent energy storage power station built by using returned batteries has been built in China.
Application scenarios tend to be diversified. Explore the formation of multiple application scenarios such as independent sharing, new energy allocation and construction, thermal power joint frequency modulation, mobile emergency, clean replacement of coal mines, and hydrogen production from coal power. Among them, the scale of independent shared power stations in operation is 970000 KW, accounting for 22%; 15000 times of mobile energy storage facilities have been successfully applied, Henghe Coal Mine 2 MW security power clean replacement project has been completed and put into operation, and Huadian Weifang 35000 kW "coal power+hydrogen production" project has achieved trial operation.
The innovation system was gradually improved. Relying on Shandong University of Science and Technology to establish the country's first second-level college of energy storage specialty, and completed the first batch of undergraduate enrollment of more than 70 people; The research and development of ultra-fast rechargeable and discharged aluminum ion battery has entered the pilot stage, with an annual capacity of 10 MWh; The Shandong Energy Storage Technology Innovation Alliance has been established, covering more than 30 universities, scientific research institutes, backbone enterprises, etc. The system of production, study, research and application has been continuously improved.
