At this year's NPC and CPPCC sessions, several deputies to the National People's Congress and members of the CPPCC said that the new energy storage industry has huge market and development opportunities, and should support the high-quality development of the new energy storage industry. According to the data, by 2030, the total investment in new energy storage in China will be nearly 900 billion yuan, with huge market space. However, the new energy storage technology is still in the early stage of commercialization and large-scale development.
Some analysts believe that under the "double carbon" transformation goal, the construction of a complete new energy storage system should adhere to "technology diversification" and "application diversification", and not allow a single application scenario to limit the overall size of the market and affect the supporting role of the new energy storage on the new power system.
Trillion-level track
"Compared with pumped-storage energy, the new type of energy storage has excellent regulation performance, fast construction speed, and is not subject to geographical restrictions, so all countries in the world attach great importance to it." Zhong Zheng, deputy to the National People's Congress and vice president and CFO of Midea Group, believes that the new type of energy storage industry has huge market and development opportunities, which can be said to be a trillion-level track. "According to the goal of China's 14th Five-Year Plan on Energy, the total installed capacity of China's electricity will reach 3 billion kilowatts in 2025, and the construction of flexible regulation power will reach 720 million kilowatts, accounting for 24%. At present, the national flexible regulation capacity is only about 50 million kilowatts, which is still far from the goal, and must be accelerated".
Wu Wei, assistant professor of China Energy Policy Research Institute of Xiamen University, believes that compared with pumped storage, new energy storage has many advantages. First of all, the traditional pumped-storage energy is limited by geographical conditions and the layout location is not flexible. The new type of energy storage can be freely arranged in different scenarios such as power supply side, power grid side and user side according to actual needs. Secondly, the traditional pumped-storage system has a long response time. The main application scenario is peak shaving of the power system, while the application scenario of the new type of energy storage is more diversified. It has application value in new energy consumption, peak shaving and frequency modulation and other auxiliary services, delaying the expansion of the power grid, and user electricity fee management.
"The technology of pumped storage is relatively mature, and there is little room for cost reduction, while the long-term cost of new energy storage still has room for reduction. Especially at present, the technical route of new energy storage is mainly lithium-ion batteries. Benefiting from the development of the new energy vehicle industry chain, the cost of batteries has been declining in recent years, which has also reduced the cost of new energy storage." Wu Wei said.
Still in the early stage of development
With the combination of new communication technologies and new energy systems, the development of new power systems represented by renewable energy is the long-term trend in the future. However, due to the volatility and instability of renewable energy and the need for energy storage technology as support, the industry generally believes that new energy storage has great potential for development in the future.
According to the Action Plan for Carbon Peak before 2030 issued by the State Council, China's new energy storage capacity will reach 30GW by 2025. According to the relevant planning of the State Grid of China, the installed capacity of new energy storage in China is expected to exceed 120GW by 2030.
However, the new energy storage technology is still in the early stage of commercialization and large-scale development. Zhong Zheng noted that at present, China's new energy storage development is facing many problems. First of all, the actual utilization rate of new energy storage is not high, and it fails to give full play to its value. For example, it is unclear how to participate in power grid dispatching, and the market conditions for energy storage on the power supply side to participate in auxiliary services are not mature, resulting in low utilization rate of some supporting energy storage.
Wu Wei also said that at present, the layout of energy storage construction lacks more scientific planning and evaluation. At present, the policies of wind power and photovoltaic mandatory distribution and storage issued by various regions do not take into account the local power grid regulation requirements. A large number of energy storage resources are idle after completion, resulting in a waste of resources in the short term. At the same time, China's power market reform is still in progress. At this stage, a mature competitive power market operation mechanism has not been established, and it is difficult to reasonably determine the price of various electric auxiliary services, which makes it difficult to realize the connection between the value and income of the energy storage system, and the construction standard system is not yet perfect.
Policy mechanism needs to be improved
It is clearly stated in the Implementation Plan for the Development of New Energy Storage in the "Fourteenth Five-Year Plan" jointly issued by the National Development and Reform Commission and the National Energy Administration that by 2025, the new energy storage will enter the stage of large-scale development from the initial stage of commercialization, with the conditions for large-scale commercial application. In less than three years, the new type of energy storage needs to complete all preparations for comprehensive commercialization, and the challenge is not small. As the key infrastructure for the green and low-carbon transformation of energy, the new energy storage technology has complex routes and flexible application scenarios. To build a complete new energy storage system, we must adhere to the "two diversification" of technology and application.
Zhong Zheng suggested that we should establish a new energy storage sharing mechanism for the traditional pumped storage capacity, explore the profit model of auxiliary energy storage services, establish a carbon credit system for energy storage, introduce financial support and fiscal and tax relief policies, encourage new energy storage technology innovation, solve common technical problems, and also coordinate lithium resource development and stabilize market prices.
In addition, a number of NPC delegates and CPPCC members who participated in the two sessions also contributed to the development of new energy storage. Zhang Tianren, deputy to the National People's Congress and secretary of the Party Committee and chairman of Tianneng Holding Group, proposed to improve the new energy storage policy mechanism. It is suggested that the State should issue detailed rules for the management and implementation of user-side energy storage access and acceptance as soon as possible. Encourage distributed power generation enterprises to trade directly with neighboring users in accordance with the detailed rules, clarify the energy storage capacity ratio of new energy sources, support energy storage projects to participate in the power market as new and special independent market entities, and promote the improvement of the price formation mechanism.
Song Hailiang, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of China Energy Construction Group, believes that in order to promote the high-quality implementation of the development goals, it is urgent to speed up the focus on major common problems and cultivate and form mature new energy storage integrated solutions and integrated technologies in the links of improving the new energy storage policy system, breaking through and forming the core technology system, improving the standard system, and forming a stable business model.
"In order to make the new energy storage industry develop healthily and healthily, it is necessary to straighten out the cost transmission mechanism of energy storage investment in the future, establish the capacity compensation mechanism of new energy storage as soon as possible and incorporate it into the transmission and distribution electricity price. In addition, it is necessary to establish a market-oriented consumption mechanism, optimize the distribution and storage mode of wind and electricity. Accelerate the global distribution of lithium resources in the upstream of energy storage, and strengthen the control of the industrial chain." Wu Wei said.
